It's great that you raised this topic!
I will explain why I do not use this palette (Combo Palette)

Click,
Ctrl+Right click,
Shift+Right click
--> Load from 4 color slot

Right click,
Shift+Click
--> save to a 4 color slot

Ctrl+Click
--> sometimes Load from 4 color slot
--> sometimes nothing
--> sometimes filling out a few slots in blue (Glitch)

In my opinion, this is bad

My suggestion ... leave 2 options.
1. Choose colors from the slot to the bank:
Click - it's obvious.

2. Copy from the bank of 4 colors into the slot of 4 colors:
Shift + Click - it's familiar, anticipated, intuitive, safe

All other combinations must be Disabled!
Ctrl + Click -> nothing!
Right click -> nothing !!
Shift + Right Click -> nothing !!!
Etc ......

PS. Why is Shift + Click safe? Because it's intuitive.
I lost a lot of saved colors when I accidentally clicked Right click etc...
As a result, I refused this palette and began to use only Color arteset

v24 will get:

* Change - Right click no longer updates the color palette. Shift + click is needed.

The other combinations ctrl and alt are used for editing spans of colors into the palette. It's not very intuitive but works.

Quick example of the span editing in an animated GIF.
Ctrl + Click set start of horizontal span Ctrl + Click set end of horizontal span.
Alt + Click set start of vertical span Alt + Click set end of vertical span.
