Can you add the option to use some color specified in the bank of 4 colors from the Color adjust panel, or better, to use a specified color using Hex notation such as: OxAA99CC?

Thank you, but that is not my issue. 

I want to use colors other than white for highlighting and black for shadowing.

The Glow Outer filter might meet your needs. It's in the Stylize filter menu along with Drop Shadow.

The Glow Inner or Glow Outer do not meet my needs. To make the Drop Shadow from a glow would cause a lot of wild gyrations to make it on a different layer. 

As it is, I am unhappy that the Drop shadow is placed on the same layer as the original selection. Can you place the drop shadow on a separate layer as well?

How about duplicating your original layer, then on the underneath layer, if you don't want it harsh, use gaussian blur along with transparency to adjust it. You can recolor it any color you want and move it to any position. I think that will get you everything you want.

Yes, I know how to do make a drop shadow, but moving the image to a precise distance is a problem. I find the "Move" tool is not a precision tool.
